KYRGYZ MINISTRY OF EMERGENCY SITUATIONS SUMMARIZED THE RESULTS OF WORK FOR 11 MONTHS

 

Today in the Kyrgyz National Agency "Kabar", with the participation of the Minister of Emergency Situations, Major General Boobek Azhikeev held a press conference on the results of the Ministry for 11 months of 2023. 

Since the beginning of 2023, 165 people have been rescued in various situations by employees of the Ministry of Emergency Situations of the Kyrgyz Republic. Also 918 people were helped.

For the 11th month of the current year, 33 (58 in 2022) emergencies were registered on the territory of the republic, as a result of which 44 (342 in 2022) people died, the total amount of material damage amounted to 293 million 628.5 thousand soms (4 billion 599 million 526.7 thousand soms in 2022).

In 2023, the number of emergencies in the republic decreased by 44.4% compared to a year earlier.

There were 3,116 fires registered in the republic. Material damage from fires amounted to more than 13 billion soms. 29 people died from fires, the amount of damage of incidents amounted to more than 1 billion soms. Compared to 2022, the number of fires increased by 15.9%.

As a result of accidents on water bodies 103 people died (84 people in 2022).

On the initiative and by the decree of President Sadyr Zhaparov since March 12 of this year, divers started large-scale cleaning of Issyk-Kul. For 9 months, 200.6 thousand meters of fishing nets, more than 22 thousand tons of garbage were removed, the total area of the lake of 400 thousand hectares was also cleared.

Over the last two years the Ministry of Emergency Situations has been replenished with 3 helicopters and 700 units of equipment. About 200 of them were repaired and 500 new units of equipment were received.

Also, buses, cars, rescue boats were delivered to Issyk-Kul. 

The rescuers received about 300 pieces of overalls to extinguish the fire.

It should also be noted that the heavy engineering equipment purchased this year has greatly facilitated the work on strengthening the banks of rivers and canals in order to protect the population and regions from floods. For example, during the year these works were planned at 287 sites of the republic, however, as of today 262 of them have been completed, and works are still in progress at 14 sites.

As a result of the work done, more than 10 thousand residential houses, internal roads, about four thousand hectares of arable land, as well as bridges and social facilities were protected from floods.

This year, 5396 meters of protective fences were built and reinforced along the banks of the rivers Chu, Kara-Darya, Kok-Art, Kara-Unkur-Sai, Sokh. 118 meters of reinforced concrete fences, 2 bridges for 120 meters of flood channels were built.

In addition, 2 small workshops were opened for automatic production of gabion networks used in strengthening of slopes and embankments, which allowed to accelerate construction works 10 times faster and of higher quality.

In February of this year, the search and rescue team of Kyrgyzstan (180 rescuers) extracted eight people from under the rubble and the bodies of 198 dead as a result of the earthquake in Turkey, and 127 yurts and one mobile hospital were sent, where doctors provided medical care to the victims.

To date, there are more than 60 radioactive waste storage sites (tailing pits and mining dumps) in Kyrgyzstan. At present, reclamation of the tailing dump "Kak" has been completed in Min-Kush settlement, works on transfer of the tailing dump "Taldy-Bulak" to the tailing dump "Dalneye" have been completed, works on transfer of the tailing dump "Tuyuk-Suu" to the tailing dump "Dalneye" are in progress.

Currently, there are more than 60 waste storage facilities in Kyrgyzstan. It should be noted that the Ministry of Emergency Situations of the Kyrgyz Republic and Rosatom have been successfully cooperating for many years within the framework of the interstate target program "Reclamation of the territories of the states affected by uranium mining operations".

All works strictly comply with national and international radiation safety standards.  This year, the reclamation of the Kak tailing dump in Min-Kush settlement was completed, and hazardous waste from the Taldy-Bulak tailing dump was successfully transferred to the Dalneye tailing dump. Wastes stored in the tailing dump "Tuyuk-Suu" are also transferred to the latter.

Also, within the framework of cooperation between the Ministry of Emergency Situations, the Government of Japan and the United Nations Development Program (UNDP), in the implementation of measures to combat climate change in the Central Asian region, this year in Kyrgyzstan created 3 stations for monitoring snow cover and avalanche danger snow avalanche stations. These are avalanche stations "Dolon" in Naryn oblast, avalanche stations "Chapchyma" and "Chatkal" in Jalal-Abad oblast. They are located in 1,186 settlements and pose a danger. There are 4,500 landslide threat sites across Kyrgyzstan. Of these, 1,186 are located near populated areas and pose a threat to them. In this regard, this year, for the first time in Central Asia, in Kyrgyzstan, in Ayuu village of Zerger rural district of Uzgen district of Osh oblast, an engineering project on landslide protection was launched, in particular, in areas of potential risk of avalanches, works on prediction and forced descent of landslides in a safe time are provided. This method is the only effective way to prevent natural disasters and save human lives and material values.

Also, as part of the development of mountain tourism and mountaineering in Kyrgyzstan, the created rescue team "Edelweiss today successfully conducts emergency and search and rescue work in the mountains at an altitude of up to 5000 meters. Note, this year, of the 700 participants made the ascent to 4170-meter peak Komsomolets, and to ensure their safety they were accompanied by a rescue team of the center "Edelweiss".

In addition, this year, a special rescue team "Insarag" was created in the State Rescue Training Center of the Ministry of Emergency Situations of the Kyrgyz Republic. Thus, after passing the international certification, the republic will be able to become a full member of the International Search and Rescue Advisory Group INSARAG. 

With the funds allocated by the state, in the amount of 35 million soms for the group of rescuers "Insarag", the latest hydraulic rescue equipment, lanterns, tents, drone cameras, as well as a satellite portal providing continuous communication were purchased. All necessary conditions for life of rescuers have been created in the camp, English and Turkish languages are being taught.
