About the Ministry
General Provisions
- The Ministry of Emergency Situations of the Kyrgyz Republic (hereinafter — the Ministry) is an authorized state executive body of the Kyrgyz Republic that implements a unified state policy in the fields of Civil Protection, fire and radiation safety, safety of people on water bodies, and hydrometeorology.
- In its activities, the Ministry is guided by the Constitution of the Kyrgyz Republic, laws and other regulatory legal acts of the Kyrgyz Republic, international treaties that have entered into force in the established order to which the Kyrgyz Republic is a party, as well as this Regulation.
- The Ministry carries out its activities in cooperation with other executive authorities, territorial state bodies, local self-government bodies, international and non-governmental organizations directly and through its subordinate bodies.
- The Ministry is a military institution, staffed by servicemen, civil servants, employees, junior and technical support personnel. The personnel of the Ministry are provided with special and departmental uniforms with symbols and insignia. Special equipment is equipped with symbols and special signals approved by the Government of the Kyrgyz Republic.
(As amended by Government Resolution No. 543 of November 11, 2020) - The Ministry is a legal entity, has a seal with the State Coat of Arms of the Kyrgyz Republic and its name in the state and official languages, a stamp, settlement and other accounts in the system of the Central Treasury of the Ministry of Finance of the Kyrgyz Republic.

2. Goals and Objectives of the Ministry
- The purpose of the Ministry is to develop and implement a unified state policy in Civil Protection, fire and radiation safety, safety of people on water bodies, and hydrometeorology.
- The objectives of the Ministry are:
- monitoring and forecasting of hazardous natural and technogenic processes and phenomena, planning Civil Protection measures, fire and radiation safety, safety of people on water bodies and hydrometeorology, and training authorities, Civil Protection forces, and the population for emergency response;
- prevention and implementation of protective measures against emergencies;
- organization and conduct of search-and-rescue, emergency recovery and other urgent operations, liquidation of consequences of emergencies, and assessment of their scale.
3. Functions of the Ministry
The Ministry develops and implements unified state policy in the above-mentioned areas, prepares legal acts, ensures mobilization readiness, operates emergency information systems, cooperates internationally, and carries out environmental and radiation safety programs, among other functions.
3. Functions of the Ministry
The Ministry monitors hazards, issues mandatory instructions, conducts rescue and emergency operations domestically and internationally, cooperates with foreign emergency services, participates in project expertise, conducts fire investigations, and regulates diving and water-related technical activities.
3) Coordination and control functions:
The Ministry coordinates all levels of government in Civil Protection, radiation safety, emergency preparedness, risk reduction, and monitoring systems; ensures compliance with regulations; and organizes training and emergency preparedness activities.
4) Service provision functions:
The Ministry provides meteorological and hydrological information, trains specialists and rescue personnel, conducts diving and underwater works, provides fire safety training, and performs technical inspections and testing services.
5) Support functions:
The Ministry maintains emergency reserves, organizes humanitarian assistance, ensures readiness of Civil Protection forces, carries out disaster response activities, supports monitoring systems, and ensures social protection of employees.
4. Rights of the Ministry
The Ministry has the right to:
- submit proposals to the Government of the Kyrgyz Republic;
- issue mandatory instructions and enforce compliance;
- use communication systems and transport resources in emergencies;
- coordinate emergency response forces;
- provide paid services in accordance with law;
- carry out inspections and access facilities regardless of ownership form;
- take urgent operational decisions during emergencies.
5. Organization of Activities
The Ministry is headed by a Minister appointed and dismissed in accordance with the Constitution of the Kyrgyz Republic. The Minister bears personal responsibility for all activities of the Ministry and has extensive administrative, operational, and disciplinary powers.
The Ministry includes deputy ministers, a state secretary, a collegium, and a Public Supervisory Council. Military service is considered compulsory service. Personnel are provided with full social and material support.
6. Final Provisions
The Ministry may be reorganized or liquidated in accordance with the legislation of the Kyrgyz Republic. Upon liquidation, documents are archived according to the National Archival Fund Law of the Kyrgyz Republic.
