BILATERAL MEETING OF THE MINISTER WITH THE DIRECTOR-GENERAL OF THE EUROPEAN COMMISSION FOR INTERNATIONAL PARTNERSHIPS
The day before, on November 12, in Baku, on the sidelines of the 29th Conference of the Parties to the UN Framework Convention on Climate Change, a bilateral meeting was held between the Minister of Emergency Situations of the Kyrgyz Republic, Major General Boobek Azhikeev, and the Director of the Directorate-General for International Partnerships of the European Commission, Ms. Carla Montesi.
During the meeting, the Minister thanked Ms. Carla Montesi for the opportunity to meet at such a significant event and exchange views on the issue of taking effective measures to combat climate change to enhance sustainable development and protect populations and territories from emergency situations.
Boobek Azhikeev informed Ms. Montesi about the tasks and functions of the Ministry of Emergency Situations, which is responsible for implementing state policy in the field of emergency management and the transfer of the Forest Service to the Ministry of Emergency Situations of the Kyrgyz Republic from the beginning of 2024. In this regard, the decisive role of forest plantations in mitigating the effects of climate change was identified both by absorbing greenhouse gases, and by creating more sustainable landscapes that allow regulating the water regime, improving soil conditions, and providing protection from extreme weather events.
During the meeting, a meaningful exchange of views took place on the designated areas and issues of possible interaction within the framework of mutually beneficial cooperation between the Kyrgyz Republic and the European Commission in the field of reforestation and afforestation, planting seedlings, sowing seeds of drought-resistant and salt-tolerant tree species, and the development of agroforestry were discussed.
During the conversation, the head of the Ministry of Emergency Situations of the Kyrgyz Republic expressed a request to consider the possibility of implementing a pilot project to create digital cartographic material of forests, taking into account the control and identification of each tree, as well as the consolidation of laboratories for forest fund seeds to improve the system of conducting laboratory research on seed procurement for the purpose of guaranteed reproduction of forests in the regions of the country, and the creation of international certification.
In turn, Ms. Montesi supported the proposals of the Kyrgyz side and expressed readiness to consider and practically implement all the issues raised.
Following the meeting, the parties agreed on further steps of interaction for the purpose of future mutually beneficial cooperation.
