RESULTS OF THE REGIONAL FORUM - MEETING OF THE HEADS OF EMERGENCY AGENCIES OF THE CENTRAL ASIAN COUNTRIES
On August 15, 2024, on the coast of Issyk-Kul in the city of Cholpon-Ata, the Regional Forum - Meeting of the Heads of Emergency Situations of the Central Asian Countries was held under the chairmanship of the Kyrgyz side.
This event was held with the support of international donor organizations and development partners.
During the session, international organizations presented successful experiences of projects being implemented in Central Asian countries aimed at reducing disaster risks, and also shared their experiences and voiced their ideas and achievements.
It should be noted that this event was held to discuss issues and coordinate actions to strengthen regional cooperation in the field of disaster risk reduction and emergency situations and the implementation of the Sendai Program for DRR in Central Asia.

The Government of the Republic of Tajikistan, Colonel Latifzoda Hotamsho Latif, the Ministry of Emergency Situations of the Republic of Uzbekistan, headed by the Minister of Emergency Situations of the Republic of Uzbekistan, Major General Abdulla Kuldashev, and a delegation of representatives of international organizations, donors and development partners.
Opening the Regional Forum, the Minister of Emergency Situations of the Kyrgyz Republic, Major General Boobek Azhikeev, noted the importance of this event for constructive dialogue, exchange of information and experience, noting that Central Asia remains a vulnerable region, constantly exposed to natural disasters, from earthquakes to landslides and floods.
The head of the Ministry of Emergency Situations, Boobek Azhikeev, emphasized the importance of developing further cooperation between emergency agencies of the Central Asian countries, aimed at strengthening efforts to protect the population and territories from natural and man-made emergencies.
Issues of further cooperation within the framework of the implementation of the Sendai Framework Programme in the countries of the region were discussed.
The current projects being implemented and plans for the future were also discussed, taking into account the needs of the Ministry of Emergency Situations of the Kyrgyz Republic in solving the problems of protecting the population and territories from emergency situations.
The Minister of Emergency Situations of the Kyrgyz Republic expressed gratitude for the support provided in organizing and holding the Regional Forum-Meeting of Emergency Agencies of Central Asian Countries.
During the session, special attention was paid to issues of international cooperation in the field of disaster risk reduction, as evidenced by presentations on regional programs and projects in the field of disaster risk reduction by such partners as UNDRR, UNDP, GIZ, WFP RT, and ICDO.
Following the session, it was noted that international organizations are still ready to support countries in their efforts to protect the population of the territories of Central Asian countries.
Within the framework of the Regional Forum, the Minister of Emergency Situations, Major General Boobek Azhikeev also held a number of bilateral meetings, negotiations with partners of the UNDRR, UNDP, GIZ, WFP RT, ICDO and the Minister of Emergency Situations of the Republic of Uzbekistan in order to discuss issues of mutual cooperation, as well as the implementation of joint projects.
At a meeting with the Deputy Head of the UNDRR Regional Office for Europe and Central Asia Mr. Sebastian Penzin and the Head of the Regional Team on Climate Change and Disaster Resilience of the UNDP Office in Istanbul Mr. Stanislav Kim, Minister Boobek Azhikeev discussed current projects and plans for further cooperation.
The parties discussed the participation of the delegation of the Ministry of Emergency Situations of the Kyrgyz Republic in the upcoming Regional Forum on Disaster Risk Reduction, which will be held in November of this year in Montenegro.
The Minister of Emergency Situations of the Kyrgyz Republic, Major General Boobek Azhikeev, also discussed current cooperation at a meeting with the Minister of Emergency Situations of the Republic of Uzbekistan, Major General Abdulla Kuldashev, and also expressed their intention for further cooperation. Following the meeting, a Plan of Joint Activities was signed between the Ministries of Emergency Situations of the Kyrgyz Republic and the Republic of Uzbekistan, which includes mutually beneficial activities aimed at the practical implementation of the Agreement between the Cabinet of Ministers of the Kyrgyz Republic and the Government of the Republic of Uzbekistan on cooperation in the field of prevention and elimination of emergency situations, signed on January 27, 2023 in Bishkek.
Following the results of the Regional Forum, the Protocol of the meeting was signed.
