LES FRANÇAIS ONT FORME LES KIRGHIZSTANNAIS FRENCH TRAINED KYRGYZSTANIS

L’un des événements réussis du Мinistère des situations d’urgence de la République Kirghize est que nos secouristes et pilotes kirghizes ont appris à piloter des hélicoptères européens et à sauver des vies dans les hauts plateaux.

Nous savons tous qu’en août 2022 avec le soutien du Chef d'État Monsieur Sadyr Japarov du budget républicain on a transféré au Ministère des situations d'urgence de la République Kirghize un hélicoptère français Airbus Helikopters H-125, et en décembre un hélicoptère bimoteur Airbus H-145.

Ce n’est pas un secret: l’exploitation et la maintenance des derniers modèles d’hélicoptères nécessitent des connaissances modernes. À cet égard, 2 techniciens-pilotes du Kirghizstan se sont rendus en France pour se former et 4 en Allemagne. Ils ont passé un mois et demi pour se former et à étudier les détails de ces hélicoptères. À cet égard, lors d'une réunion officielle avec des représentants de l'Ambassade de France en République Kirghize, le Ministre des situations d'urgence de la République Kirghize, le major général Boobek Azhikeev, a pris l'initiative de former et de recycler des pilotes professionnels dans les conditions de hauts plateaux du Kirghizstan.

Dans le cadre de la coopération bilatérale, une formation spéciale pour les pilotes et les secouristes a été organisée du 2 au 6 octobre.

Ainsi, 3 pilotes kirghizes ont été formés par Monsieur Renaud Guillermet, le pilote-instructeur en chef de secours en montagne du Groupe d'hélicoptères de Sécurité civile du Ministère de l'Intérieur de la République Française, et 6 secouristes en montagne du Kirghizstan ont été formés par Antoine Tellier, l'instructeur-secouriste du Centre de secours en montagne de Sécurité civile du Ministère de l'Intérieur de la République Française.

Au cours de la formation, les pilotes et les secouristes ont été formés pour effectuer des atterrissages à haute altitude et ont effectué des atterrissages en montagne à une altitude de 5 000 mètres, et ont également été formés au sauvetage dans des conditions difficiles de montagne à l’aide de l’aviation.

À l'aérodrome de Baytik, à la base aérienne du Ministère des situations d'urgence de la République Kirghize, a eu lieu une cérémonie de remise des certificats de formation aux pilotes et aux secouristes du Kirghizstan.

La cérémonie s'est déroulée en présence de Monsieur l'Ambassadeur de la République Française au Kirhizstan François Delahousse, de l’officier de liaison de l’Ambassade de la République Française en Russie Monsieur Olivier DEHER, de la Directrice générale d'Eurocopter Kazakhstan Engineering Madame Cécile Arnault et du représentant du groupe d'ingénierie d'Airbus Helicopter en Asie centrale Monsieur Romain Lana.

Il est à noter que de telles formations créeront une large opportunité pour le développement des relations amicales de coopération bilatérale entre les deux pays et le développement du tourisme de montagne au Kirghizstan.

Et nos pilotes expérimentés peuvent largement utiliser leur expérience accumulée pour sauver des vies.

FRENCH TRAINED KYRGYZSTANIS

One of the successful activities of the Ministry of Emergency Situations of the Kyrgyz Republic is that our Kyrgyz rescuers and pilots have learnt to operate European helicopters and save people's lives in the highlands. 

We all know that with support of the President Sadyr Zhaparov, in August 2022, a French Airbus Helicopters H-125 helicopter was transferred from the republican budget to the Ministry of Emergency Situations of the Kyrgyz Republic, and, in December, a twin-engine Airbus H-145 helicopter was transferred to the Ministry of Emergency Situations of the Kyrgyz Republic.

It is no secret that operation and maintenance of helicopters of the latest models requires up-to-date knowledge.

In this regard, 2 technicians - pilots from Kyrgyzstan went for training to France and 4 - to Germany. They spent a month and a half learning the skills, studying the details of these helicopters.

In this regard, during an official meeting with representatives of the Embassy of France in the Kyrgyz Republic, the Minister of Emergency Situations of the Kyrgyz Republic, Major General Boobek Azhikeev, came up with an initiative to train and retrain professional pilots in the high mountains of Kyrgyzstan.

Therefore, within the framework of bilateral cooperation from 2-6 October, special training was organized for pilots and rescuers. 

As a result, 3 Kyrgyz pilots were trained by Renaud Guierme, senior pilot-instructor for mountain rescue of the helicopter group for civil security of the Ministry of Interior of the French Republic, and 6 mountain rescuers of Kyrgyzstan were trained by Antoine Teulier, instructor-rescuer of the Centre for Mountain Rescue of the Fire and Rescue Service of the Ministry of Interior of the French Republic.

During the training, pilots and rescuers underwent training for landing at high altitudes and performed landing in the mountains at an altitude of 5,000 metres, as well as training on rescue in difficult mountain conditions with the use of aviation. 

At the end of the training, a ceremony of awarding certificates to pilots and rescuers of Kyrgyzstan was held at Baytik aerodrome, the aviation base of the Ministry of Emergency Situations of the Kyrgyz Republic. 

The solemn activity was attended by: Ambassador Extraordinary and Plenipotentiary of France to Kyrgyzstan Francois Delaus, Liaison Officer of the Embassy of France in Russia Olivier di Er, General Director of Eurocopter Kazakhstan Engineering Ms Cecile Arnaud and representative of Airbus Helicopter Engineering Group in Central Asia Romain Lana.

 It should be noted that such trainings will create a wide opportunity for friendly development of bilateral co-operation relations between the two countries and development of mountain tourism in Kyrgyzstan. And our experienced pilots can widely use the accumulated experience in saving human lives.
